Loïc Le Toumelin is a well respected veteran of the semiconductor and EDA industries.Loïc is paddling and surfing on the waves of the High Tech industry since decades, driving adoption of strict organization and program management and new design methods and tools that will overcome the fast moving industry challenges.

  • 32 years experience in Semi Conductor Design and EDA at Texas Instruments, as Digital Design Engineer, then  Analog Design Engineer, then Design Manager and R&D Director.
  • Graduate Engineer from INPG Grenoble France 1974
  • Large technical expertise ranging from solid state physics, to dynamic RAM, Analog design, DSP design, Wireless IP create, ASIC and SoC integration, EDA, Design Methodology, R&D efficiency.  
  • Strong management skills in Program Management and R&D Management. Experience with major programs management and large world-wide multi-cultural R&D organizations direction.
  • A lot of local and global contacts in the SC and EDA industries. Worked with many Design Services and EDA companies. Participated to the creation of new Design Centers in Eastern Europe, India and in Morocco.

  • LLT Design Founder 2009.  
  • Design Methodology Director- Wireless Division- Texas Instruments (2005 - 2009)
    Put in place R&D benchmarking and efficiency metrics and tools in the world wide Wireless R&D teams. Drove design methodology improvement programs that reduce cycle time increase predictability and improve designer's productivity. Gave talks and wrote papers on ESL and IP-XACT in several international conferences (DAC, DATE, IP08)  
  • Director on the Board of the Spirit Consortium 2006-2009  
  • OMAP & Cellular Systems HardWare R&D Manager-Wireless Division- Texas Instruments  (2003 - 2005). Management of five IP and IC design teams in Nice, Bangalore, San Diego and Chicago (up to 400 engineers, more than 100M$ R&D budget) Developed 22 chips (Digital and Analog/RF) including industry leading OMAP processors.
  • DSP / Wireless Europe R&D manager Texas Instruments  (1997 - 2003). Managed design of several C5X DSP that sold over 1 billion samples.
  • Program Manager Texas Instruments (1995-1997). Managed first TI-Nokia one-chip digital Base Band Program. 
  • Analog Design manager Texas Instruments  France Nice (1985-1992). Created Nice analog team. Designed several analog chips for line card.Developed Delta Sigma converters. Holds patents in the field.  
  • Design engineer Senior Member Technical Staff- Texas Instruments Dallas and Nice (1977 - 1985).
